Where is the best place to buy a guitar or drums?

I would like an electric guitar. but i would like a package (amp, strap etc) i quite like green but i cant find a good quality but relatively cheap one but i will accept suggestions of any colour.
Also i would like some drums that only has to be quite basic but i would want 3 tom-toms, 1 snare, 1 hi-hat, at least 1 crash and 1 ride, and obviously bass drum – acousic or electric.
